Maryland Commission on Civil Rights.... It's time for Civil Rights Reform?

I wonder do the Maryland Commission on Civil Rights look at the statistics in Maryland. The taxpayers pays these civil rights agencies to ensure justice for all American people... The government regulates these agencies to investigate disparities fairly and impartial to ensure that "All American People" share the same equality in housing, jobs and education, etc. If the two most powerful African American men in America can speak about their experience with the biases against them, just imagine what we ordinary African american individuals experience everyday. Those who hate the idea that the President would open such topic is those who love division, fearful and suppress the truth. Basically don't want to cure the disease of disparity in America.

As African Americans we learn to live with these stereotypes for years. Especially, when they see an African American woman, like Michelle Obama, "An Angry Black Woman" because she chooses to defend herself. Since the President had spoke about these issues, just like other Presidents in the U.S., some discovered that it is discouraging because the President is African American. How distasteful and the not the truth, "He is the President of the U.S. and his job is to represent "All People!" However, civil rights reform should be in consideration and investigation of these agencies and complaints by an independent non-political agency to find what they are doing to stop disparity in this country.

After Trayvon Martin death, this open up different topics of racial inequality in employment, livable wage, education, justice system, housing, etc., the disparity in the numbers can't lie. So why these civil rights agencies are funded to suppress such complaints. I believe if there is an investigation it would be discovered that these civil rights agencies aren't doing their job to enforce laws or regulations to ensure equality. I am sure it will be discovered that complaints are suppressed especially racial complaints that if the government decides to do the right thing on the behalf of their citizens. Why the statistics for jobs, livable wage, education, etc.,  haven't improved for African Americans if there is Civil Rights agencies in every state and federal government? The numbers haven't improved at all, What is the reason for this? The basic stereotypical fabrication, "African American don't want to work syndrome"? Does the statistics proves by the highest unemployment rate, inequality of pay and housing, etc? Are we blinded or justice and integrity is for sale?

The President has spoken and it's time for accountability and justice for every American. Even though these unemployment numbers and systematic injustice against African Americans are the highest, I believe that Hispanic and low-income whites are experiencing some of these injustices. (But remember the statistics, there are less African Americans than Hispanic and whites in the U.S. Census). However, African American has the highest unemployment rate which is the disparity in numbers. In Montgomery County Maryland those statistics holds truth and the inequality in housing, jobs and the systematic injustices.  If you speak about these topics you are stalked, harassed, tape recorded, etc., like a criminal. No one knows how to sit and talk (as you can see in the federal government) without stereotyping with integrity.

There is a need of Civil Rights reform and a committee of different and equal amount individuals regardless of income, gender and racial classification to represent these boards, chosen by the people. Refrain from political affiliations as the President stated in his speech, it's basically counterproductive. If his words are untrue, Why these Civil Rights agencies haven't cure the discrimination disease? Why evidence are suppressed? Who are paying these agencies when there are inequality in housing, jobs, racial profiling, equal pay, racial, hate crimes, religion, culture, gender, classification, etc., so widely noticeable in America? Look how they are treating the first minority and black President? Is it really about his policy or race?

Montgomery County Government, Housing Opportunity Commission and Montgomery County Public Schools, "Are they evicting the working poor, single mothers, Senior and disabled?"

Public Opinions and Trust does matter!

There has been an unwelcoming experience in Montgomery County with the working poor, HCV participants, Senior and Disabled, Single mothers and low- moderate income residents. Are they evicting them out of the district? Is this systematic oppression against a certain class of citizens? Most residents under this program makes at least $15.00 or lower an hour and can't afford the rent. If you review the statistical data more minorities and women in Montgomery County are still marginal affected by the economic crises , inequality of wages however more minorities are still the highest receiving unemployment benefits.

A letter was sent out to all the residents who are under HOC which is 89 % minorities (68% African American) a town hall meeting that has been already arranged, discuss and decided by the Executives, Commissioners, Montgomery County Government, State and Federal Government to "direct" residents quality of life. Meaning that they already made a decision without the recipients under the program which is violating HUD rules. 24 CFR 964, 24 CFR 245 and QWRA ACT desires resident participants at the table not after a decision has been made, on this letter they added the HCV Administrative Plan. This plan is already corrupted and decided with the staff, resident participation isn't involved. I attended the meeting and watch how staff overpowered the residents, because of lack of knowledge and training, took advantage of the production and execution of this plan- the residents has no idea nor any communication from HOC the true facts about the HCV plan. The HCV plan has already been corrupted and have 0.5% of resident participation. (Using intimidating and retaliatory tactics to threaten questionable residents).

Looking back in history, there an article that discuss how HCV participants was treated in Montgomery County.A Step Away from Homeless - HCV participants. They already face challenges in this County with the judicial system, government, communities, real estate agencies, etc., they are basically the voiceless. This town meeting is a form of suppression because voices should had been heard before a meeting is formed. So where do they want to "bus" or "shipped" the subsidized participants.. to the another part of Montgomery County? Using affordability as a tool to keep residents in a certain neighborhood away from the wealthy society?

The bottom of this letter the Montgomery County Government nor the Montgomery County Schools desire to participant or have any influence with this agenda. However, they have a responsibility to the citizens even though they are working poor, low- moderate, senior and disabled, single mothers, etc., now they want to bail out? When a tenant under the HOC program has an issue, why they inform tenants to go the Landlord and Tenant Affairs? Now they desire to "bail out?" We all know how Stacey Spann, CEO feels, he is a businessman, looking out for self at the resident's expense- he has no power against the Commissioners, they all hired him (Review the HOC Commissioner's classification). However, he harassed me for participating the Commissioners meeting which is supported by HUD under resident participation 24 CFR 964. The Commissioners serving more terms than the President of the U.S. It has been rumored by some silent voices that states the Commissioners made a business decision to hire a minority, an African American CEO because the majority of HOC recipients are African Americans, it won't seem discriminatory.  He went along with this ride and Jean Banks - (one minority & resident) Commissioner, "Haven't heard her voice cry-out" or said anything on the residents behalf. She is serving longer than the President of the United States, "You have to wonder why the appointee want her to serve so long... secret agenda?

What the issue is that there is no solution when it comes to income classification; you have no voice and if you speak your voice; you are targeted and retaliated against. No one knows how to communicate with the working poor nor talk at them. There is no mutual respect however oppressed tactics of control used to suppress or dis-empower certain class of individuals constantly threatening , "I take your voucher away?" The constitution is stripped away from certain class of individuals that cause institutionalized systematic inequality. Where is the Civil Rights part in this... silence as usual in this county.

This town hall meeting is  held on several dates and the time is 6:00 pm -7:30 pm  July 15, 2013 at Northwest High School, July 23, 2013 Walter Johnson High School, July 29, 2013 Rockville High School,  July 30, 2013 Montgomery Blair High School. Some residents states, Why show up they already made a decision about their lives without them (treating them like second class citizens), Why participate only to be threaten or harass later?

I wonder what our minority government is going to speak against this, What they have to say .... Isiah Legett, County Executive- Carmen Navarro- Council Woman, Judge Wolfe, Valarie Ervin, Hans Reimer, or Craig Rise, Christopher Barclay, Judith Docca and Shirley Brandman, What's the comments. (In some areas in Montgomery County there is no minority leaders). Haven't heard anything from Senators or Congressmen in regards to these affects, there is no accountability, our voice don't count. Are these leaders taking the time out to participate in this town meeting or hide? If you are going to "shipped" or "bus" the residents out of Montgomery County at least show your faces of approval.

MARYLAND HOW TO BEAT THE SYSTEM: CORRUPTIBLE WAYS TO RESOLVE AFFORDABLE HOUSING... IS HOUSING A CIVIL RIGHT? .....

  No one knows really how to resolve affordable housing issues however know how to make a profit (living) off the working poor, low-income, senior and disabled citizens, etc.  I was distributing flyers (as a volunteer) for free English classes to 2nd English language speaking residents however discovered some interesting affordable housing information from some of them.  I was very suspicious why real estate companies would hire a large amount of Latinos in certain areas especially most of them knows how to speak English. Some inform me they use their language as an advantage to act as though they don't know how to speak english for benefit. One nice Latino lady brought to my attention that there are certain areas that would conduct some questionable activities that will enable them to obtain housing the same day and without credit check in Montgomery County. As we all acknowledged, as the economy is at it's all time worst, however still unstablized, corruption rises (Smith, B. 2013).  “Sometimes we believe that our constitution provides us with a government that based on rule of law- however in this case it’s based on man special financial interest law”.
    In my discovery, I found out why there are pressures  for rental agents to maintain their quota. Property owners find ways to profit (paying high taxes to the County ) while the County overlook some of the quality of life issues to keep the “revenue” stabilized paid by the real estate owners. Some of our Latino immigrants and other (race) immigrant residents are targeted to pay the high prices for shelter. How the leaders are really dealing with affordable housing crises? Is it about the awards they receive at an annual housing conference?
When these individuals desperately search for homes from keeping their families homeless don't realize bad credit when they apply for an apartment and can't t afford it. Then they go to the County for assistance to pay their rent to keep their children from becoming homeless. Someone, a politician used this poor defense that there is enough affordable housing- they suggest to allow residents to obtain housing and over look regulations, safety and health, such as, code violations, while apartments  are in deplorable and unhealthy conditions, etc. I heard some political leaders say, “At least you have a home”; regardless of the unhealthy conditions or the high price of rent you can’t afford to move or stay.
    How can a resident who makes under $15.00 an hour afford an apartment, a one bedroom for $1,000.00 in Montgomery County? Statistically  this overwhelmingly affects minorities and single mothers with children who were adequately affected by the economic downturn (issues of inequality of pay, jobs and housing. etc). However, it's allowed to have undocumented persons to live in the apartments to assist with the rent even though it violates the County code.  I discovered  these unusual violations  which are disturbing and dangerous. I was informed why Latinos walk into a development and request a Latino rental agent? They receive “preferential treatment” to get an apartment illegally but it’s not 1st class treatment when it later affects their credit rating when they can't pay the rent. Montgomery County has a history of allowing overcrowdings of illegal immigrants for political interest or this to cover the rent when they make 8.00 an hour. I discovered that some management would get "paid" extra under the table to allow this illegal process especially with or without the owner's knowledge. No one is taking the consideration the lives of children's health and safety when these illegal activities are allowed however ignored.
    Leasing agents are taught how to manipulate the system to get away with"credit checks" which is part of the process of renting apartments. This actions are discriminatory to benefit a certain group of people. I found it interesting that their isn't many multi - cultural leasing agents and property managers on these properties in Montgomery County. Why these real estate companies refuse to hire different cultural diverse individuals on these properties? Sometimes you have to wonder, if you are an owner of an apartment complex, is it reasonable to apply pressure to your staff to “lease-up” apartments to maintain their job? Is this process dysfunctional, that will allow pressure  on the management team to conduct illegal activity to satisfy the owner's goal. Is it acceptable for heads to turn from these agencies who suppose to monitor these activities? Or to seek a comprehensible solution to solve these problem that involves the health, safety and code of the citizens in Montgomery.
    Some squatters are warned, at night when the office is close these  squatters return to the apartment and leave early the morning before the office is open. Now the CPI for renting apartments is planning to go up 4.0% therefore there will be an excess of code violations, more corruptible activities; while jobs are scarce and no livable wages. Who is advocating for the working poor or low-moderate income person? Since there isn't a democratic supported system for tenants to meet without the fear of intimidation, there is no advocate who will speak for their best interest. No one knows how to sit at the table and have a conversation without threats or unfair tactics towards certain class of citizens.
    I discovered that some landlord love the idea to accept voucher participants however continue the low morale of "quality" living. One landlord told me in my face that it’s “guarantee rent” however refuse to maintain the code while tenants live in deplorable and high crime conditions. Then you have to wonder about the inspectors, Who are paying them to close their mouths? Some landlords discovered how to manipulate the federal system to receive extra rental payments from the subsidized residents for profit. HOC who suppose to monitor these activities however use the political systems that are eroded to favor landlords because of revenue to the government of Montgomery County. While tenants are left with the rent burdens and treated as 2nd class citizens. There are many HCV participants, working poor and low-moderate tenants who are abused and disregarded concerning their quality life; if you have deal with the consequences and if you choose to speak against these issues you are (1) threaten to lose their voucher, (2) threaten by agencies or (3) politicians (4) landlords, etc. These activities are supported by lawmakers; the Congressman in Silver Spring and some local politicians enforces and support these threats to the working poor lose their voucher if they complain about their quality of life issues. (These are not republicans).
    One valuable lesson I learned from different advocates and  the true honest leaders with integrity,   "If the oppressors fight so hard against you and pay “money” to suppress evidence - you are heading in the right direction". "Integrity is for sale?"  As I had dealt with this experience of abuse, retaliation and deceit from landlord’s who work for a real estate wealthy agency that are paid “top dollar” to maintain corruption, it’s my belief that they payoff these politicians for favors only to risk their integrity, that is "for sale". To suppress evidence and to continue to maintain the corruption against private citizens based on classification, gender, race, religion, etc., only to focus on special interest for financial income gain; low ethical morale is be revealed.


Ecclesiastes 9:15-16:  There was a poor , wise man living there who knew how to save the town, and so it was rescued. But afterward no one thought any more about him. Then I realized that though wisdom is better than strength those who are wise will be despised if they are poor…..
